I think that the only way to resolve the matter is as follows:
CC companies must have a set fee it charges Merchants and, the merchant can program those fee into their system. And, customers that choose to use their card would get a prompt that says "Your Card Carrier charges xyz fees for processing cc charges and you are responsible for those fees. Do you accept these charges?" it would be similar to ATM fees (probably much less though, depending on how much you spend) that banks charge people that get cash advances or money from a bank they don't have an account with. This should (no promises though) stop Merchants from having to raising prices because they no longer bare the burden of these fees.
I can see it now...Credit card balances in this country (U.S.) would drop dramatically because people would began to see some of the true cost of using a credit card. And, hopefully go back to using good old American cash.
